This is the official vote of the Non-Agression Pact (NAP) for server 117 that has been ratified by a majority vote of all R5 leaders of the top 12 Alliances.

🛡️ Server 117 NAP Agreement (Non-Aggression Pact)

Purpose: To maintain peace among the top alliances, promote coordinated defense in cross-server events, and ensure fairness and accountability between major alliances on Server 117.

Coverage: Currently applies to the Top 12 alliances, subject to revision or reduction by vote. (Reducing NAP will be voted on and ratified before Enemy Buster day this week)

1. Protected Alliances Only (Top 12)

Do not attack HQs, gathering tiles, mines, or tanks of any alliance officially in the NAP (Top 15).

❌ Sister alliances, alt accounts, and academies are NOT protected unless they’re part of the Top 15 and confirmed as NAP members.  

2. Tanks Outside Territory Are Not Protected

Tanks outside of alliance territory are not protected under this NAP.

✅ They may be attacked, but this does not mean they should be. Use judgment. (See Rule 11)  

3. Mines and Trucks = 117 Only

Do not attack any mine or truck occupied by a Server 117 player.

✅ Truck hits are only allowed on players from other servers.

✅ Mine melee is for cross-server combat only.

4. Gathering Tiles Are Protected

Do not attack gathering tiles from Server 117 players.

Exception: On Mondays, if someone is gathering inside your territory, you may remove them.

5. NAP Protection Must Be Earned

Alliances that refuse to support Server 117 during SvS or other joint efforts may be removed from the NAP via an R5 and R4 vote. (See Rule 10)

6. Arena Etiquette

Try to attack players from other servers in Arena.

✅ Hitting a 117 member once is acceptable.

❌ Do not hit the same 117 player twice. Do not abuse this. Be respectful.

7. Dispute Resolution Starts Privately

Most NAP violations are accidental. Message the other party directly first.

If unresolved, escalate it — do not run to world chat over small issues.

8. Escalation Process & Reports

If a dispute cannot be resolved privately, the offended party must send a report to R4/R5 leadership for review.

📩 The report should clearly describe the violation and allow leaders to assess the situation.

Leaders will mediate and coordinate a resolution.

9. Punishment for Repeat Violations

Resolutions may include:

Sending a truck to replenish lost resources

Allowing a retaliatory strike (compensatory, not excessive)

Mutually agreed terms between parties

For repeat offenders:

Targeted farming

24-hour removal from alliance

Permanent blacklist (banned from joining NAP alliances)

⚠️ For matters of serious punishment such as, but not limited to, removal from alliance, targeted farming, and/or permanent blacklist, decisions will require a vote by R4 and R5 leaders under Rule 10.

10. Voting & Communication Protocol

🗳️ R5 leaders vote on all rule changes.

🗣️ R4s have a voice and must be privy to all changes and decisions, as both R4 and R5 leaders are responsible for informing their teams of any updates.

📢 The NAP President is responsible for notifying the entire server of changes.

⚖️ Any serious amendments or disciplinary actions — including, but not limited to:

Placing a ban or burn notice on an individual

Removing a leader from power

Blacklisting players

Removing an alliance from the NAP — must be open for discussion for a minimum of 24 hours before an R5 vote is held. This gives R4s a chance to voice their opinions and influence the final decision.

⚖️ In the event of a tie vote, the acting NAP President will cast the deciding vote.

11. Don’t Be a Dick

If you say something that would get you punched in the face in real life, expect to get burned or farmed in-game.

❌ Don’t hide behind the NAP if you're being toxic, sneaky, or disrespectful.

🚫 Slurs and blatantly derogatory or demeaning language are not permitted. We're all here to have fun — talk your trash if you want, but keep it respectful.

💨 Do not be the reason we have to create a new rule — or we will name it after you.

12. Scouting Protocol

Scouting is not considered an act of war, but it is still a sensitive issue.

✅ You may scout members of NAP-protected alliances, but you should notify them first out of respect.

Do not share scouting reports in World Chat or use scouting in a way that provokes, mocks, or escalates conflict.

🤝 Use your best judgment, and avoid scouting repeatedly or without context.

Scouting should not be used carelessly — it is seen by many as a pre-attack move and can damage trust between alliances. Be respectful. (See rule 11)

⚠️ Persistent or disrespectful scouting may be considered a violation of NAP etiquette and handled under Rule 9 if complaints arise.

13. If a Leader Violates the NAP

That leader will be given the opportunity to explain their actions to the R4s and R5s.

The R5 and R4 leaders will vote on whether a punishment is warranted and what it should be. (See rule 10)

Even leadership is accountable.

14. Leadership Accountability

Any leader who demonstrates poor leadership or acts against the interest of Server 117 may be blacklisted and removed from power.

This includes, but is not limited to:

Abandoning their alliance or the server

Wishing harm or failure upon the server

Failing to participate in coordinated events

Abandoning or disrespecting their members

Repeated poor leadership or neglect

Making flagrantly egregious anti-Server 117 statements that undermine the unity, morale, or success of the server

❌ Any such leader may be asked to hand over leadership, be banned from joining any NAP alliance, and/or be blacklisted permanently, based on voting by R4 and R5 (see Rule 10).

⚠️ If a leader refuses to step down after being voted out of power:

Their alliance members will be given 48 hours to seek asylum and find a new home

The leader will be burned and blacklisted immediately
